Steps

Heat EVOO in pan.

add rice to pan and toast rice

add chopped celery, then a bit later add onions, then add minced garlic last

Once onions are opaque and celery is softened and the can of tomatoes plus the one can of water

add spices. (cumin, garlic salt, black pepper to taste)

bring to a boil then simmer until rice is done and fluid has absorbed.
