Soak the bulgur in a little water with salt, kibbeh spice blend, and the other spices. While the bulgur is soaking, prepare the filling.

Finely chop the onion and sauté it with a pinch of salt until it softens. Add the ground meat and cook until any odor is gone. Add the spices, stir for a bit, then remove from heat.

Knead the bulgur well, then add the ground meat for the kibbeh. Knead again until the mixture forms a cohesive dough.

Spread half of the kibbeh dough in a baking dish, add the filling evenly, then cover with the remaining kibbeh dough. Drizzle a little oil on top and bake in the oven until golden brown.
