Prepare the ingredients: Pick the basil leaves, chop the garlic, roughly pound the red chilies and deseeded dried chilies, and get the ground beef ready.

Heat a pan and add the vegetable oil. Sauté the garlic until fragrant, then add the pounded chilies and stir-fry together.

Add the ground beef and stir-fry until cooked through. Season with oyster sauce, fish sauce, soy sauce, sugar, and water. Increase the heat and stir-fry until well combined. Taste and adjust seasoning as desired.

Add the holy basil leaves, stir briefly, then turn off the heat.

Serve on a plate with hot steamed rice.
