Mix the first four ingredients in a bowl using a fork.

Add water little at a time to make a paste (which is neither too thin & nor too thick) and mix the batter really well using a beater.

Add eno salt to the batter and mix a little more.

Take a cake tin and grease it with oil. Pour the batter in the tin and steam cook the dhokla for approximately 25-30 mins.

In the mean time take a separate pan and heat up around 1 table spoon of oil. Add mustard seeds, chillies, a little salt and fry. One the dhoklar are done plate them and pour this mixture on top and serve.
