Grind the 2 bay leaves, cardamon, cinnamon, cloves and cumin in a blender to the consistency you like and set aside

Boil the meat in low heat till its completely dry and set aside

Cook the onions, garlic and ginger until the onions brown

Add the tomato paste and the grinded mixture then mix

Add the meat into the mixture and stir

Add the rice and mix

Add the hot water and let simmer in low heat until it dries

Steam the cabbages in a separate sufuria
