Finely chop the onions, garlic, fennel greens, and parsley together.

In a large bowl, combine the chopped vegetables with the ground beef, soaked rice, all the listed spices, and 4 tablespoons tomato paste. Mix well by hand, then stuff the mixture into the vegetables.

Heat 5 tablespoons of oil in a large pot. Add the stuffed vegetables and sauté briefly. Pour in enough water to cover the stuffed vegetables, add 3 tablespoons tomato paste and a little salt if desired. Cook until the vegetables are tender, then serve on a platter. Enjoy!
