Bring a pot of salted water to a boil. Meanwhile, make a T-shaped cut in each jalapeño. Once the water is boiling, add the jalapeños and cook for 7 minutes. Remove the peppers, let them cool, then carefully remove all the seeds with a small spoon.

In a bowl, combine the drained tuna with mayonnaise and a little salt to taste. Mix until well combined. Stuff each jalapeño with the tuna mixture, place them in a dish, and set aside.

Heat a splash of olive oil in a skillet. Add the carrots, onion, and garlic clove, and sauté for a few minutes. Add the vinegar, peppercorns, bay leaves, oregano, a pinch of salt, and a splash of water. Bring to a boil and cook for 3 minutes. Remove from heat and let cool. Pour this mixture over the stuffed jalapeños in the dish.
