Combine the three types of flour, ice-cold water, soy sauce, and ground black pepper in a bowl.

Slice the scallions and add them along with the mussels. Mix well. Heat oil in a pan over high heat. When the oil is very hot, pour in the batter. Crack the eggs on top and break them up to spread. When golden, flip to cook the other side.

Once the pancake is crispy and golden to your liking, push the mussels to the side of the pan. Add the minced garlic and stir-fry until fragrant and golden, then add the bean sprouts. Drizzle a little soy sauce over the top.

Toss everything together, turn off the heat, and serve with the dipping sauce.
