Bring the water, cinnamon stick, and sugar to a boil.

Once it starts boiling, remove the cinnamon stick and add the rice.

When the rice is cooked and most of the water is absorbed, add the evaporated milk, then the sweetened condensed milk. Stir well to prevent sticking.

Once everything is well mixed, add enough whole milk to reach your desired consistency—not too thick or too thin. Add the vanilla extract.

Let it simmer a little longer, stirring to prevent sticking. If you like, add raisins, walnuts, or dried cranberries.
