Make a dough with the flour and let it rest for 20 minutes.

Prepare the beef filling.

Divide the dough into 16 portions (about 1.8 oz each).

Roll each portion into a circle with thin edges. Fill with beef filling and green onions, then shape into pancakes.

In a non-stick pan, cook the pancakes seam side down for 2 minutes. Flip, add 1/4 cup water, cover, and cook on medium heat until done.
