Steps

Place the fish in the basket of a steamer, add salted water, cover, and steam for 18 minutes.

Put the potatoes in a pot of cold salted water and cook for 20 minutes after it comes to a boil. Drain and mash the potatoes with a fork.

Shred the fish. Wash, dry, and finely chop the herbs. Add the fish, mashed potatoes, and herbs to a saucepan over low heat and gradually mix in the butter. Season with salt and pepper, remove from heat, and let cool.

Shape the mixture into balls, flatten slightly, and place 1 tablespoon of shredded Swiss cheese in the center. Fold over to enclose the cheese, then shape into patties.

Dip the patties in the beaten egg mixed with 1 tablespoon of milk, then coat with breadcrumbs.

Brown the patties in a preheated oiled skillet. Place them on paper towels before serving with salad and a mixture of sour cream, cream cheese, and shallots.
