Pat the fish dry with paper towels. Season the fish with oregano, cumin, garlic, salt, and pepper.

Make the dipping sauce. In a bowl, combine all the ingredients for the sauce and mix well.

Prepare the batter. Sift the all-purpose flour, rice flour, and cornstarch, then mix them in a bowl with the remaining batter ingredients.

Sprinkle the fish with 1 tablespoon of flour and shake off any excess.

Heat the oil. Dip the fish in the batter and fry until golden brown.

Serve immediately with the dipping sauce.
