Combine the sugar, water, and fish sauce in a pot over low heat until the sugar dissolves. Add the shrimp paste and stir with a spoon until it blends well with the sugar. Continue to cook over low heat until the mixture thickens. Turn off the heat and let it cool slightly.

Add the dried shrimp, bird's eye chilies, and sliced shallots, and mix well.
