Sift the flour and add the dry ingredients. Stir, then add the cup of milk first and start bringing the dough together. Gradually add water until you have a firm, non-sticky dough. Add the oil and knead until the dough is smooth. Let it rest in a warm place until it rises.

While the dough is rising, prepare the filling. In a large bowl, combine the ground beef, grated onion, grated bell pepper, garlic, and spices. Mix well.

Once the dough has risen, divide it into equal balls. Roll out each ball, place some filling on one side, fold the dough over the filling, and press the edges with a fork to seal. Brush the top with ketchup or egg yolk and sprinkle with sesame and nigella seeds. Bake in a preheated oven.

Serve with ketchup or tahini sauce.
