Soak the bulgur in warm water for 30 minutes.

Add all the previous ingredients and knead the mixture using a meat grinder three times. Add water if the dough is too dry.

Cook the filling, drain off the fat, and let it cool. Shape the kibbeh into balls, fill them with the meat mixture, and use the water mixed with starch to help shape the shells.

Fry the kibbeh in plenty of very hot oil.
