Rinse the whole mung beans, split chickpeas, and rice thoroughly. Soak them together in water for 5-6 hours.

Drain and grind the soaked mixture to make a smooth batter. Transfer to a bowl and add a little water if needed to adjust the consistency.

Add salt, red chili powder, and roasted cumin powder to the batter. Mix well.

Heat a nonstick skillet or griddle and lightly grease with oil. Pour a ladleful of batter onto the skillet and spread it in a circular motion to form a thin dosa. Cook until golden and crisp, then remove from the skillet.

Serve hot with coconut chutney.
