Pungulu (or Punugulu/Punukkulu) are a popular South Indian snack, specifically from Tamilnadu, consisting of crispy, deep-fried fritters made from a batter of fermented rice and urad dal. Often made using leftover idli or dosa batter.
Steps

👉Wash all dal and rice in water for 2-3 times or till its white powder is removed. Then transfer it in a mixer and add salt, cumin and Fenugreek seeds and green chilli and grind it to a coarse paste. Transfer it in a bowl.

👉The batter should be of dropping consistency. Add water if required. Add chopped onion in this batter and mix

👉Now heat oil in a karahi. Leave 1 tsp each of dal mixture in karahi and fry till golden brown colour. 6-8 pakodis can be added at a time. Flip the side and fry from other side also,

👉Remove it in a plate.

👉Serve hot with chutney.
