In a mixing bowl, combine the all-purpose flour, salt, and oil. Gradually add water and knead into a firm dough. Divide the dough into equal portions.

Roll each one into a thin roti.
Lightly brush one rolled roti with oil and sprinkle a little dry flour over it. Place another roti on top and roll it gently once again. Cook it lightly on a hot pan until just partially cooked. Allow it to cool, then carefully separate the two layers. - 3
To prepare the filling, mix the grated paneer with chopped coriander, green chilies, salt, and black pepper powder until well combined.
Apply a thin layer of flour slurry along the edges of each sheet and shape it into a cone. Fill it with the prepared paneer stuffing and seal the edges firmly to form a samosa.
Repeat the same process with the remaining sheets and stuffing. - 4
Heat oil over medium flame and deep-fry the samosas until they turn golden brown, crispy, and perfectly cooked. Serve the hot and crispy Paneer Samosas with tomato sauce and enjoy!

1) Roll the outer layer thin to achieve perfectly crispy samosas.
