Wash the tilapia thoroughly under running water after cleaning, then soak in water with vinegar for 10 minutes.

In a pot on the stove, add water and boil the fish with bay leaf, cardamom, fish seasoning, cinnamon, salt, black pepper, chopped carrot, onion, and garlic cloves.

Cook the fish until it is fully done and almost falling apart, then let it cool.

Boil the potato until very soft.

Mash the fish with a fork, then add diced potato until the mixture holds together. Add chopped parsley, cilantro, and seasonings.

Shape the mixture into kofta (oval patties).

Dip each kofta in a plate of milk, then coat with breadcrumbs.

Freeze for 1 hour, then fry in a nonstick skillet until golden brown. Enjoy!
