In a small bowl, mix water, yeast & 1/2 tablespoon sugar. Let stand 5 minutes

In large bowl, combine 1-1/2 cups of flour, remaining 3 tablespoons sugar & salt.

Stir in yeast mixture, eggs & oil and mix until combined.

Knead dough for 8 minutes or until smooth.

Let dough rise for 1-1/2 hours.

In a skillet, cook beef, ginger, garlic, hoisin, soy, paprika, ground red pepper.

Stir in green onions and sweet red peppers.

Form buns and fill with filling.

Let buns rise for 30 minutes.

Preheat oven to 350°F.

Brush buns with glaze and bake for 20-25 minutes or until browned
