Coat meat with 2 tbsp flour. Brown meat and onion in hot oil in large skillet.

Stir in salt, pepper, soup, and water. Put in 1 1/2-quart covered round casserole. **

Bake, covered, in slow oven (325F) for one hour. Stir in carrots and potatoes. **

Replace cover and bake 30 minutes longer. **

Stir in remaining ingredients and bake 30 minutes longer, covered. ** Stir before serving.

** Casserole may be frozen at this point. To complete baking, place frozen casserole in 325°F oven adn bake 1 1/4 to 1 1/2 hours, until thawed. Stir when possible to aid in thawing. When casserole is completely thawed, resume baking according to directions in recipe.
