Cut potatoes in half. Start with dry, cold skillet and place potatoes in cut side down.

Place potatoes over medium high heat, add the water, salt, thyme, garlic and butter. Bring to a simmering boil. Drop heat to medium and cover. Cook for approximately 15 minutes or potatoes are soft.

Take garlic and thyme out. Place potatoes back on medium heat and cook another 15 to 20 minutes until water evaporates. Cook an additional 4-6 minutes past this to brown.

Mince the garlic and mix with lemon juice and chives.
