Place the bulgur in a bowl. Grate the onion and rub it into the bulgur.

Add the beef, salt, and spices to the bulgur. Knead the mixture until well combined, then shape into discs.

To make the filling, sauté the onions in a small amount of oil in a skillet. Add the pine nuts and cook until golden, then add the ground beef and spices. Stir until the meat is cooked through.

Remove the skillet from the heat and let the filling cool. Stuff the kibbeh discs with the filling.

In a deep skillet, heat plenty of oil. Fry the kibbeh until golden brown, then remove from the oil. Place on a plate and serve hot.
