Prepare instantly and serve hot with chutney .
Steps

Take a bowl add oats, Urad dal, and salt and blend in a mixture to a fine powder.

Add 1/4- cup water and mix well.Cover and keep aside for 15 minutes.

Heat oil in a pan and add the mustard seeds.

Seeds crackle,add onion and saute on a medium flame for 3 minutes,add green chilli. saute for 1- minutes.

Add the carrots and peas mix well and saute for 2-3 minutes

Add salt,chaat masala, and red chilli powder, mix well and cook for 2- minutes.

Add lemon juice and mix well.

Heat a tava and pour a spoonful of the batter on the tava and spread in a circular motion to make round dosa.

Add 1 tbsp oil around the edges and cook on a medium flame till the dosa turns light brown in colour.

Place a portion of the stuffing in the centre of the dosa and fold over.

Serve immediately with garlic chutney.

Healthy dosa is ready.
