Steps

Take whole wheat flour in a bowl and add water and fennel seeds into it. The batter should be thick.

Take a pan.add oil into it and heat it.

After heating oil deep fry the whole wheat flour mixture into it

For sugar syrup, take a pan and add sugar into it and water. Boil it to mix all the sugar in water and after mixing bring it to boil 3-4 minutes.

After deep frying Malpua add Malpua in sugar syrup.

After 2 minutes bring Malpua out from syrup and serve it with Kheer.
