Place the chickpeas in a blender or food processor with a little of their cooking water and blend until smooth. Add the cream cheese, salt, cumin, vinegar, and garlic, and blend again until well combined.

Transfer to a serving dish and garnish with olive oil, whole chickpeas, and chopped parsley.

Note: I didn’t have tahini, so I tried it with cream cheese and it turned out delicious.
