In a bowl,Combine refined flour, cocoa powder, sugar, baking powder and baking soda,milk. Mix everything together.

If the batter is too thick, add milk as required.

Heat a pan on medium flame, Spread some butter or oil on it.
Pour 1/4 cup of batter into the pan and cook on low flame.

Cook until the bubbles are formed and golden, flip and cook until golden brown.
Garnish with chocolate syrup and cheery.
