First of all we will roast all the ingredients one by one.roast coconut powder on low flame,do not change its colour, then light golden to peanut,then crisp the dried red chilli and then garlic until light golden.
Let them cool. - 2

Now grind coconut,transfer into plate. Then grind peanut coarsely. then roasted red chilli coarsely,now add roasted garlic to the red chilli grind them to coarse powder.
Now mix all the ingredients add salt and Kashmiri red chilli powder blend all the ingredients. - 4
Vada pav shukhi lal chutney is ready to use.store it in air tight container for months into refrigerator.Enjoy
