I usually cook ribs with a pressure cooker, but it turns out that using a slow cooker makes them more flavorful and tender. Another advantage is that you don't have to watch it; just toss everything in, set it, and wait until it's done. Cleaning the ceramic pot is easier too, as the fat comes off more easily.

Boil water until it reaches a rolling boil, add the ribs, and boil for 5 minutes to remove impurities. Remove the ribs.

Sauté the minced shallots and garlic with black pepper until fragrant.

Place in the slow cooker: briefly boiled beef ribs, sautéed garlic and shallots, cloves, black pepper, cinnamon stick, and nutmeg. Stir well, set to high heat, and cook for 5 hours. Add carrots in the third hour.

Serve with fried shallots, green onions, cilantro, lime, and tomatoes if desired.
