Mix the ingredients together until you have a smooth, uniform dough. Let it rest for 15 minutes.

Add green onions, onion, bell pepper, salt, black pepper, cumin, and chopped hard-boiled eggs to the shredded chicken. Mix well to make a uniform filling. Roll out the dough, fill the empanadas, and brush them with beaten egg before baking in a preheated oven at 400°F (200°C).

Bake for 15 minutes with the broiler on, or until golden brown.
