Rinse the rice and set aside. Wash the mutton thoroughly with water, then mix it with yogurt, salt, turmeric, 2 tablespoons ginger garlic paste, dried fenugreek leaves, and Kashmiri red chili powder. Cover and let it marinate.

In a pot, bring water to a boil, add salt, cardamom, and cloves, then add the rice and cook until 80% done. Drain the water.

Heat oil in a pan, fry a portion of the onions until golden brown, then remove and set aside. In the same oil, sauté the remaining onions. Once slightly browned, add the marinated mutton and mix well.

Cover and cook on low heat. Add coriander powder and red chili powder, then add the potatoes. Sauté on medium heat until the mutton is well cooked, then add 2 tablespoons garam masala and mutton masala, and sauté briefly.

When the oil starts to separate from the mutton, turn off the heat. In another pan, heat ghee, spread the cooked mutton, then layer the rice on top. Sprinkle the fried onions, mint leaves, biryani masala, cilantro leaves, and ghee. Add a cup of water, seal the lid with dough, and cook on low heat for 10 minutes.

Turn off the heat and serve hot.
