Brown rice flour is the gluten-free flour substitute in baking due to its more optimal flavor and texture. These Brown Rice Flour and oats chocolate cookies are easy to prepare, and they are gluten-free and vegan. Steps

Put oats into a mixer jar to make a fine powder.

Blend jaggery with oil.
- 3
Put oats powder in a plate and add brown rice flour.
- 4
Now add cocoa powder and baking powder and mix well.

Transfer this mixture in a mixing bowl and add blended jaggery and vanilla extract.

Now add warm water and knead a dough, keep in fridge for 20 minutes.

After 20 minutes make 2½ inch diameter size round cookies and place on greased baking tray.

Bake in oven for 15 minutes on 180°C. (Can sprinkle some sugar)

Gluten free brown rice flour and oats chocolate cookies are ready.
