Heat the grass jelly liquid with sugar and gelatin powder until dissolved. Pour into containers, filling each about 2/3 full. Let cool, then refrigerate until set.

(Before serving) Boil the tapioca pearls in boiling water for 5 minutes. Turn off the heat, cover, and let sit for 5 minutes. Drain and rinse with cold filtered water. Mix the tapioca pearls with sweetened condensed milk to taste.

Take the grass jelly from the fridge. Pour in milk until the container is about 4/5 full. Add the tapioca pearl mixture on top until full, and serve.
