Heat oil and slice green onion. Cook for about a minute

Add in minced garlic and lemon rind. Cook for 30 sec

Add in rice, tumeric, salt and pepper, mix for 30 sec

Add water, milk and lemon

Bring to boil, cook for 18-20 min or until rice has soaked up all moisture

Mix in dill and Enjoy!
