Don't throw away the stem. It's tough on the outside, but the core is great, uniquely textured and quite flavorful.

To prepare the stem, carefully peel away the tough, stringy outer layer.

You can see clearly where the tough skin stops and the tender core begins.

Prepare your steamer. Arrange broccoli for cooking.

Cover, and cook to desired doneness. Watch out for hot steam, but don't be afraid to pull off the lid for a bit to get at a taste test.
