Take chana dal in a bowl.add 2 cups of water and soak dal for around 3-4 hours.now remove excess water from the dal.grind it to a smooth paste.now take the paste in a bowl and add gram flour and salt.mix well, mix continuously in one direction for 4-5 minutes.the mixture will become lighter and fluffy.cover and keep in a warm place for 5-6 hours to ferment.once the mixture is fermented it would be little lighter.further add ginger chilli paste, salt to taste and turmeric powder.mix well water.

Add water as required to make pouring consistency batter.now add oil and fruit salt.again mix in one direction for a minute.now steam the steamer and grease the plate.pour batter over the greased plate.cover and cook for 8-10 minutes. it should be lightly cooked & not hard like khaman.take locho in a serving plate and pour oil over it.sprinkle some prepared masala, sev, 1 tsp oil and finely chopped onions.sprinkle some more masala and some prepared masala.serve it with butter green chutney and
