Combine beef, garlic, wine and 1tbsp pool in bowl and marinate for at least an hour.

Place heavy casserole over medium high heat, ads bacon, onion and remaining oil and saute.

Strain beef, reserving marinade.

Turn heat to high and as beef, browning on all sides. Add marinade, carrots, stock and rind, reduce heat to low, cover and simmer for 2-2.5 hours.

Sprinkle with parsley.
