Mix all the ingredients together, gradually adding boiling water while stirring the bulgur.

Note: You don't need much water, just enough to moisten the mixture well.

Cover and let it rest for about 1 hour. Meanwhile, prepare the filling: finely chop the onions and sauté them in 1 tablespoon of oil until soft. Add the ground beef, salt to taste, and a pinch of black pepper. Cook until done, then let it cool.

After the bulgur mixture has rested, sprinkle the flour over it and knead. If the mixture is too dry, add a little more water until you get a smooth kibbeh dough.

Shape the dough into patties and fry them in plenty of hot oil. Enjoy!
