Steps

Coat Dutch Oven with cooking spray
Medium heat on stove
Add Chopped onion and beef cubes to the pan.
Cook 10 minutes until the onion is tender and the Beef is browned. - 2
Add chopped carrots and chopped celery and cook 5 more minutes.

Stir in Garlic and cook 30 seconds more
- 4
Stir in Barley and remaining ingredients and bring to a boil.
- 5
Cover, reduce heat and simmer 40 minutes until Barley is done and vegetables are tender.
Discard bay leaves and serve with Italian bread.
