Boil the grape leaves.

Soak the rice for about 20 minutes.

To prepare the filling: Mix the rice, seven spices, black pepper, cinnamon, oil, ground beef, and salt together well.

Roll the grape leaves by placing the filling inside and wrapping them.

Place the tender beef chunks at the bottom of the pot.

Arrange the stuffed grape leaves over the beef, slice the tomatoes, and place them on top.

Add water and bouillon cube, place a plate on top to keep them submerged, bring to a boil, then simmer on low heat for about 1 hour and 15 minutes.

Before turning off the heat, add salt and lemon juice, let it cook for about 5 more minutes, then turn off the heat.
