Combine all the kofta ingredients except the oil in a bowl. Mix well by hand until the mixture is smooth and holds together like a dough.

Shape the kofta mixture into small finger-shaped pieces.

Heat the oil in a skillet. Brown the kofta pieces on both sides, then remove and drain any excess oil.

Arrange the browned kofta pieces in the baking dish.

To prepare the sauce: Dissolve the tahini in the warm water, then add the yogurt, salt, black pepper, and dried mint. Whisk everything together until smooth and no lumps remain.

Pour the sauce over the kofta in the baking dish, then cover the dish with aluminum foil.

Bake in a preheated oven at 350°F (180°C) on the middle rack, with heat from both top and bottom, for 60 minutes until the meat is cooked through and the sauce has thickened. Remove from the oven.

Sprinkle with toasted pine nuts and chopped parsley. Serve with fluffed rice on the side.
