Place the rice in a pot, cover with water, then add twice as much water as the level of the rice and the cinnamon stick. Cook over medium heat.

When the rice is softer, add the piloncillo (or brown sugar) and keep stirring. Check until all the rice is tender.

Once the rice is tender, add the evaporated milk, sweetened condensed milk, and sugar. Keep stirring until it comes to a second boil.

When it is boiling and still a bit liquid, take half a cup of the boiling milk and mix it with the all-purpose flour until well dissolved. Pour this mixture back into the rice and keep stirring until it boils again.

Turn off the heat and let it cool slightly. Then pour into serving dishes, sprinkle ground cinnamon on top, and enjoy!
