Melt 2 tablespoons of butter in a pan over medium heat. Add the semolina and toast until golden, then remove from heat. Stir in the sugar, powdered milk, water, and orange blossom water until well combined.

Prepare the simple syrup: Combine 2 cups sugar, 1 cup water, and a squeeze of lemon juice in a saucepan. Bring to a boil, then simmer until slightly thickened. Remove from heat.

To assemble: Melt the remaining butter. Take one sheet of baklava pastry, fill with the semolina mixture, and roll it up. Repeat until all the filling is used. Arrange the rolls in a small, rimmed baking pan. Bake at 400°F (200°C) for 30 minutes. Remove from the oven and pour the simple syrup over the rolls. Enjoy!
