This powder is very famous in southindia for idly and dosa. No need of chutney or sambar if we have it at home.
Steps

Roast both daal till it turns light brown and then roast rest of the ingredients. Leave it for room temperature and then grind it in to fine powder.

While grinding leave the powder for sometime till the moisture of garlic evaporates, then continue grinding. Only then you wil be getting powder consistency.
