Steps

Take pan allow to heat it add dry coconut fry it,all ingredients fry separately like methi seeds,cumin seeds,red chilli,corinder leaves, black pepper fry separate because different ingredients will Take different time other wise it will over cook. After cool down of ingredients grind it in fine paste.

Take same pan add oil heat it put urad dal,peanut seeds, mustard seeds,cumin seeds,curry leaves fry nicely and grinded paste & turmiender paste & add water to it boil for 10 minute after that add cooked Rice & finally add Salt, red chilli powder as per test mix it and cook it for 5 to6 minute.

Note all ingredients which we fried for puliyagare fry it with out oil.
