Preheat oven to 375

Brown beef, onions, and garlic in a skillet. Drain.

Boil rice, chop and sautee peppers with salt. Add to beef mixture once they are done.

Add tomatoes, salt, pepper, mozzarella cheese, and A1 sauce to mixture. Spray a 9x13 dish and pour mixture in.

Top with parmesan cheese. Then mix 1 can of tomato soup with half a can of water. Pour over top of everything.

Cover with foil and bake for 45 minutes to an hour.
