In a pan add jaggery and water. Boil till jaggery dissolve. Filter. In a bowl add flour, rice flour, salt, orange zest, fennel seeds and mix well. Add jaggery water and make a semi thick batter.

Add oil to pan. Let it hot in medium flame. Take small quantity of batter and add to oil.

In medium flame fry it till golden. Put in kitchen towel.
