This sweet dish is offered as the main Bhog to Lord Baldevjiu, elderbrother of Lord Jagannath.This is one of the chhapanbhog of Lord Jagannath Temple of Puri.
I prepared this sweet dish during lockdown period which turns really delicious.

In a mixing bowl add cottage cheese,wheat flour, 1/2 tsp cardamom powder, 1tsp powdered sugar & mix them well.

Knead it thoroughly to a smooth & soft mixture.Then divide the mixture into equal portions & shape each into flatten tikkis.

Heat a heavy bottom pan, add the milk & bring it to a boil by stirring frequently.

Add sugar, saffron,cardamom powder & boil the milk in low flame till it reduce to half.

Heat refined oil in a kadai & deepfry all the tikkis till they turn to golden brown.

Then remove the fried rasabali from the oil & drop them one by one to the hot milk.

Once all the tikkis are added,remove the milk from the flame.

Decorate with the dry fruits,spun sugar & tuile.

Serve the delicious rasabali chilled.
