Wash the mutton thoroughly and set aside. In a large pan, add 1 tablespoon oil and sauté the mutton.

After 5 minutes, add the ginger-garlic paste and sauté for another 5-10 minutes.

Heat a skillet and dry roast the whole spices (black peppercorns, cloves, bay leaves), then crush them coarsely.

In a pressure cooker, heat oil and add bay leaf. Add the chopped onions and ginger-garlic paste, and sauté until the onions turn golden brown.

Add the tomato paste, then add turmeric, red chili powder, garam masala, ground coriander, and the coarsely crushed whole spices. Sauté for 10-15 minutes until well cooked.

Add the fried mutton to the cooker, mix well, and cook for 10 minutes. Add 1 cup water (about 240 ml), close the pressure cooker, and cook for 5-6 whistles.

Once the mutton is tender, garnish with fresh cilantro and serve hot with roti.
