Add the water and cornstarch to a saucepan and stir well while cold. Then heat over medium heat, stirring constantly, until the mixture turns lighter and thickens. Set aside to cool.

In a food processor or blender, combine the oil, powdered milk, salt, garlic, mayonnaise, and vinegar. Blend until smooth.

Gradually add the cooled cornstarch mixture while blending until you reach the desired consistency. Enjoy!
